This review examines the disconnect between legal HRM frameworks and their practical implementation in Pakistan, focusing on labor law compliance. Despite comprehensive labor laws, weak enforcement mechanisms, and regional disparities hinder effective protection for workers is hindered, particularly in informal sectors. The paper highlights gaps in worker awareness, HR professionals’ roles, and gender discrimination in labor practices. It emphasizes the need for stronger enforcement, formalizing informal labor, and improving worker education to ensure compliance. The review calls for further research on strengthening labor law enforcement and enhancing HR's role in addressing these challenges.
