AN ANALYTICAL STUDY OF PRIVATE ENDOWMENTS (WAQF) IN PAKISTAN

In Pakistan, a deep-seated distrust of government transparency leads many to favor private philanthropy over taxation; consequently, millions are funneled into charities each year rather than the national treasury. This article explores the pivotal role of private Waqf (Islamic Endowments) as a cornerstone of Pakistan’s social and economic framework. Etymologically rooted in the concept of "binding" or "holding" assets, Waqf is defined in Shariah as the permanent dedication of property for Divine pleasure, with its usufruct directed toward public welfare. While the Quran establishes the spiritual foundations of Waqf through the principles of Infaq and Sadaqah Jariyah, the Prophetic tradition provides the operational blueprint, exemplified by the endowments of Hazrat Umar and Hazrat Uthman (RA).
In the contemporary context of Pakistan, private endowments have emerged as a "silent revolution," filling critical gaps in state-provided services. This study examines the profound impact of Waqf across three primary sectors: Healthcare, through world-class institutions like Shaukat Khanum and SIUT; Education, ranging from the vast network of traditional Madaris to modern endowment-based universities like LUMS; and Economic Empowerment, pioneered by "Cash Waqf" models such as Akhuwat’s interest-free microfinance.
Despite its transformative potential, the sector faces challenges including administrative transparency, legal complexities, and lack of digitalization. The article concludes that by adopting modern corporate governance and digital record-keeping, the institution of private Waqf can serve as the primary engine in Pakistan’s transition toward a sustainable welfare state.
