INTRA-PARTY DEMOCRACY AND POLITICAL PARTY INSTITUTIONALIZATION IN PAKISTAN: A COMPARATIVE ANALYSIS OF MAJOR POLITICAL PARTIES (2008–2025)

Abstract

Political parties are central to democratic governance because they provide mechanisms for political representation, leadership recruitment, policy formulation, and citizen participation. In Pakistan, however, the development of democratic political institutions has been accompanied by persistent concerns regarding weak intra-party democracy, centralized leadership, elite dominance, and limited participation of ordinary party members in organizational decision-making. This study examines the relationship between intra-party democracy and political party institutionalization in Pakistan through a comparative analysis of the Pakistan People’s Party (PPP), Pakistan Muslim League-Nawaz (PML-N), and Pakistan Tehreek-e-Insaf (PTI) during the period 2008–2025. The study employs a qualitative comparative research design based on the analysis of party constitutions, intra-party election practices, official party documents, Election Commission of Pakistan materials, scholarly literature, and other relevant secondary sources. The analysis focuses on leadership selection, internal party elections, candidate selection, member participation, policy-making, organizational autonomy, and leadership succession. The study finds that although all three parties maintain formal organizational structures and mechanisms for internal elections, decision-making remains substantially influenced by centralized leadership and established political elites. The extent and form of intra-party democracy vary across the three parties, but the persistence of personalized leadership limits organizational autonomy and constrains deeper institutionalization. The study contributes to the literature by linking intra-party democratic practices with political party institutionalization and demonstrating how leadership centralization and elite dominance shape the organizational development of major political parties in Pakistan. It argues that strengthening meaningful internal participation, competitive leadership selection, transparency, and institutional autonomy is essential for improving democratic consolidation in Pakistan.
