Abstract

This article examines the life and intellectual legacy of Abd al-Rahman al-Kawakibi (1855–1902), a foundational figure in modern Arabic and Islamic reformist thought. Al-Kawakibi is distinguished as one of the first thinkers to identify "political despotism" (Istibdad) as the primary catalyst for the decline of the Muslim Ummah. Through a detailed analysis of his two seminal works, Tabai’ al-Istibdad (The Natures of Despotism) and Umm al-Qura (The Mother of Cities), the text explores how tyranny systemically corrupts religion, knowledge, morality, and the economy.

The study highlights al-Kawakibi’s "surgical" deconstruction of the dictator's psyche—noting that a tyrant’s power is derived solely from the disunity and ignorance of the masses. Furthermore, it outlines his strategic framework for liberation, which emphasizes three core principles: fostering a collective consciousness of oppression, prioritizing gradual intellectual reform over violent upheaval, and establishing a constitutional, consultative (Shura) system as a prerequisite for change.

Finally, the article touches upon al-Kawakibi’s visionary proposal for an Islamic Federation and a Spiritual Caliphate, arguing that his insights into human rights and constitutional governance remain strikingly relevant to the contemporary socio-political challenges facing the Arab and Islamic world.
